1. Program Summary

The Educational Leadership programs at California State University, Fullerton, are long- standing, purposefully developed programs of professional leadership preparation based on department goals and revised over time to ensure continuous improvement.

Leadership within the Department Program

The Department of Educational Leadership has undergone significant changes in the past five years. Faculty transitions out of the department and changes in staffing decisions shifted leadership and coordinator roles. The current chair is Dr. Eugene Fujimoto. Dr. Estela Zarate was the PASC/EDAD Coordinator from 2018-2021. Part-time interim coordinator, Dr. Quintin Robinson, was appointed in summer 2021.

Stakeholder Input

The Dean’s Advisory Board for the College of Education is a long-standing board of internal and external stakeholders who meet twice per year to review the status of programs within the College of Education.

The P-12 Educational Leadership Advisory Committee meets twice an academic year. The focus of this group is on P-12 programs in the Department of Educational Leadership. Thus, this group reviews program assessment, evaluation, and planning data to provide input toward continuous improvement efforts.

Input from these sources is reviewed in Department meetings and have led to changes and innovations throughout our programs.

Course of Study (Curriculum and Field Experience)

The PASC/MSEDAD program offers courses designed for practitioners. The Hybrid/Online model meets face-to-face three Saturdays per term (9-4pm) with additional weekly instruction and assignments online using Canvas. The California Administrator Performance Assessment (CalAPA) Leadership Cycles align with our curriculum, and we embed the leadership cycles into courses.

The PASC/MSEDAD program admits credentialed teachers with at least four years of full-time teaching experience. Candidates become part of a cohort, taking two courses each term for four terms for the Preliminary Administrative Services Credential (fall, spring, summer, fall) with the option of an additional term to complete the master’s in Educational Leadership and Administration.  Fieldwork is completed in each course. Fieldwork exposes students to authentic leadership experiences and is embedded and incorporated in course-based activities and assignments. There is comprehensive capstone project at the end of the PASC program and an e-Portfolio completed in EDAD 567. MSEDAD students complete a masters project in EDAD 597.

LEAD PROGRAM (PASC/MSEDAD)

The LEAD programs in Anaheim Union High School District (AUHSD) and Anaheim Elementary School District (AESD) model innovative partnerships through an Executive Model PASC/MSEDAD Program with CSUF. The teams in LEAD are co-facilitated by CSUF faculty and partner district administrators.

The course sequence in LEAD was adjusted to accommodate candidates through a four-term program (fall, spring, fall spring) with an option to complete the master’s project with the on-campus cohort.

Mentors

In the first semester of the program, the candidate identifies a fieldwork mentor.

Assessment of Candidates

Each content course is standards based and aligned with CAPEs. Course syllabi clearly identifies the CAPEs addressed and how they are introduced, developed, and mastered. CAPEs are assessed in the fieldwork experiences and the California Administrator Performance Assessment (CalAPA). Below is a summary of the major assessment activities in our program.

CAPE Self Assessments

Students complete the self-assessments for each CAPE standard in EDAD 567 and meet and discuss the results of the self-assessment with their Fieldwork Mentor. Students keep track of meetings and conversations with their Mentor on an electronic Mentor LogPDF File .

Signature Assignment

Revised in 2019, the course EDAD 593 - Foundations of Equity, Diversity, and Access in P-12 Schools contains a signature assignment on systemic problems in a school setting. In 2021 the department began to use this assignment as part of the program assessment plan.

Master’s Project

Revised in 2019, the master’s project revolves around a problem of practice in the candidate’s home school or district. The culminating summative assessment occurs in Semester 5, the final semester of EDAD 597. 

California Administrator Performance Assessment (CalAPA)

Preliminary Administrative Services Credential (PASC) candidates complete the CalAPA during their preliminary program. EDAD faculty intentionally planned and incorporated the cycles into our EDAD program ensuring alignment with course learning goals and outcomes.  We scheduled completing CalAPA cycles as follows: EDAD 510: Cycle 2 and Cycle 3; EDAD 503: Cycle 1; EDAD 567: Complete any cycle not submitted.

We maintain a PASC/MSEDAD Virtual Community where students can access tutorials and resources related to CalAPA.

GPA Requirements for Completing Credential Program

The minimum GPA required to be recommended for a certificate of eligibility or a credential is an average of 3.0 for all classes taken at CSUF in the credential program.

Credential Recommendation and Program Completion

At the end of the fourth term students will have completed all course work to apply for the Preliminary Administrative Services Credential.

  • Students login to the Commission on Teacher Credentialing (CTC) to update their educator profile Opens in new window and pay fees.
  • PASC eligibility is contingent on passing all three CalAPA cycles.

At the end of the fifth term, MSEDAD students will have completed all course work to graduate with a Master of Science in Administrative Services.

3.3 Published Experience and Qualifications Requirements

Site-Based Mentors

As part of the application process for the Preliminary ASC, school administrators fill out an Employer Support FormPDF File Opens in new window – Notice to District Superintendent and agree to provide a site-based mentor with the appropriate qualifications and credentials. Then when the semester begins, the induction candidates ask their mentor to submit a Mentor Determination FormOpens in new window with details about the type of credential and qualifications the mentor holds. The EDAD coordinator reviews the documentation and ensures a mentor match within 30 days from when the classes begin for the semester. These mentor applications are then archived by the induction coordinator in electronic files.

3.4 Instructional Personnel Recruitment Documents (if vacancies exist)

Part-time faculty (adjunct professors), who teach in the Preliminary Administrative Credential Program are required to have a doctoral degree (Ed.D. or Ph.D.) in a field related to Education or Educational Leadership, as well as a clear CA admin credential. The program philosophy promotes the belief that part-time faculty (adjuncts), who are current practitioners in the field of P-12 Educational Leadership, bring current best practices to the classroom.

Beginning October 1, 2021, all NEW part-time hires must apply through the Common Human Resource System (CHRS). All interested candidates must apply through this system.

EDAD

The following information relates to the hiring of part time faculty.

Hiring of Part-Time Faculty

  • The new system for the part-time pool has been developed and this is a CSU-wide initiative. This system will be used to hire all new part-time faculty and student assistants (next). Faculty who have a break in service/employment for 12 months are considered "new" and will need to submit their application materials to the pool. Please encourage all interested candidates to submit their application to the pool.
  • Department chair/director will then review the pool of applicants and make recommendations. Hiring of temporary faculty (full and part-time lecturers) is governed but the CBA which indicates that the chair and appropriate administrator make a recommendation to the President. Employment is determined by the President or the designee. The designee in this case is moved to the Deans.
  • Faculty can make recommendations by sending CVs when they are aware of openings (at which point we will direct the applicants to apply to the part-time pool CHRS as mentioned above). The Chair does not share the actual materials with faculty collected from pool. The Chair can discuss program needs and get input from faculty, but ultimately the decision is made by the Chair and the Dean.

Evaluation of Part-time Faculty 

The process of evaluating lectures (part-time and full-time) is outlined in UPS 210.070. Part-time faculty are evaluated annually by the Department Peer Review Committee (DPRC), Department Chair, and Dean. No other evaluation process is appropriate.

For tenure-track faculty searches taking place in 2021, the following information was shared:

Hiring of Tenure-Track Faculty 

The process for hiring tenure-track faculty that us outlined in UPS 210.001. IV. C.  The Department Search Committee (DSC) shall solicit feedback to take into consideration (in other words faculty can vote but it's not binding). The DPC makes a recommendation to the Dean in conjunction with the Chair (again recommendation but not binding).

Evaluation of Tenure-Track Faculty 

The process of evaluating tenure-track faculty is outlined in the Department Personnel Standards. Tenure-track faculty are evaluated by Department Personnel Committee (DPC), Department Chair, and Dean. No other evaluation process is appropriate.

While fieldwork is embedded throughout the courses, he supervised clinical fieldwork in the program occurs in EDAD 567 – Fieldwork, which is a three-unit course where students log additional supervised fieldwork.

7. Credential Recommendation

7.1 Description of process ensuring appropriate recommendation, including IDP process

PASC/MSEDAD requires verification of teaching or other qualified service experience. Each applicant must include a signed Verification of Teaching and Service Experience formPDF File Opens in new window in their application portfolio. In the event of multiple employers, verification is required by each one to total the required number of years. Admission to the program is not permitted until all CTC-required documentation has been submitted, including verification of teaching. All documents provided in the portfolio are checked and verified by the program coordinator.

Note: Fullerton does not offer an Intern Program option for the Preliminary Administrative Services Credential.

Preliminary Administrative Credential Program candidates receive initial and ongoing advising from their program coordinator Candidates can also monitor their program progress through the university’s student system, using the “Titan Degree Audit”.

When candidates apply for the credential to the CSUF Credential Office, the credential analyst sends a list of candidates applying for the credential to the PASC/MSEDAD coordinator, who reviews student grades, academic and fieldwork knowledge and skills to ensure that they have met all requirements for the preliminary administrative services credential. The PASC/MSEDAD coordinator then sends the credential analyst an email stating that the candidates have met all clinical and academic requirements for the credential.

There is no deadline to apply for your credential. We recommend that you do it sooner rather than later, even if you don’t plan on using it right away.

Processing Timeline:

The earliest a recommendation can be submitted to CTC based on their timeline and only if your grades have posted on your transcript and I have received clearance from the Educational Leadership department. If you have not received an email from CTC within four weeks and you’ve already applied to our office, please email the credential analyst to check the status of your application. Be sure to log into your CTC profile NOW and update your email information to ensure that you will receive the CTC recommendation email as soon as available.

Preliminary Administrative Services Credential

At the end of your fourth term, you will have completed all your course work to apply for your Preliminary Administrative Services Credential. Here is some important information you should know.

MSEDAD

At the end of your fifth term, you will have completed all of your course work to graduate with your Masters of Science in Administrative Services. Here is some important information you should know.

  • Apply for a grad checkthrough the Office of Graduate Studies. Please visit the Grad Studies website Opens in new window where you will find instructions on how to apply for a grad check and deadlines to apply for each graduation semester.
  • Will you be walking in spring Commencement? If you are completing your master’s course work in fall or spring, you are eligible to participate in Commencement.
  • Exit Surveys - As a master's graduate you will receive two exit surveys. The purpose of these surveys is to obtain a better understanding of your experience in the program. Your participation is vital for our department to continue to improve our program and to provide the best learning experience to our students. We appreciate your time to complete these surveys.

Master's degree posting timeline. Every student is excited to see that their master's degree conferred on their transcripts. 7.1.1 Candidate Progress Monitoring Document (IDP)

Beginning in spring 2023 (and continuing in future years), all students in the program completed transition plan (IDP) in the final semester of the program as part of their EDAD 567 course. This document will be reviewed and signed by the program coordinator.

A credential analyst will complete a final evaluation and confirm that all program and state requirements have been met prior to credential recommendation. A credential analyst will ensure that only qualified candidates are recommended for the Preliminary Administrative or Certificate of Eligibility Credential.
