The Department of Educational Leadership offers two state-approved credential programs for current and aspiring school administrators:

Preliminary Administrative Services Credential (PASC) & Clear Administrative Services Credential (CASC).

Complete an Application via Cal State Apply

The first step is to create a Cal State Apply user name.  Once you have done this you will be able to locate our program to begin the application process. 

  1. Go to Cal State Apply and create an account.
  2. Add the program to your dashboard. 
  3. There are four quadrants that make up the application. Be sure that you fill out each section completely.
  4. Submit your completed application by the admission deadlines listed near the end of this page.
  5. Once your application is complete, submit it and pay the application fee. 
  6. Send in official transcripts from the institution where your bachelor's degree was earned. (See transcript details at the bottom of this page)

Note: It can take up to five business days to recieve confirmation from CSU Fullerton that your application was recieved and to be issued your CWID (campus wide identification number).

How to find PASC in Cal state apply

In Cal State Apply, this program is titled "Services Credential - Preliminary Administrative Services." There are a few ways to search for this program:

  1. In the search bar, enter the full name noted above.
  2. In the search bar, enter: Services Credential or Preliminary Administrative Services. 
  3. In the search bar, enter: Fullerton. You will see a complete list of all CSUF programs available (graduate and credential).
  4. Using the search filters, enter the following:
  • Campus - CSU Fullerton
  • Start term - Fall  
  • Delivery - Hybrid

Once you have located the program, click on the blue plus sign to the left of the name. Click "continue."

Review your selections. Be sure that you have selected the correct program at CSU Fullerton before you move forward.

It is highly recommended that those interested in the PASC should apply for the MSEDAD.

Prepare Supplemental Materials For The Application*

*For the combined MSEDAD/PASC and the PASC standalone, all materials listed below are required as part of the application.

All supplemental materials must be uploaded/entered directly into the Cal State Apply application.

  1. CV/Resume
  2. Verification of Teaching Experience Form
  3. Notice to District Superintendent Form
  4. Teaching credential (with valid date)
  5. Copy of unofficial transcripts (from the bachelor degree granting institution)
  6. Three department recommendation forms (Must upload to Cal State Apply)

    NOTE: Please contact your recommenders prior to listing them in the application. You should also provide them with the link to the department recommendation form and share that they will be receiving a separate notification from Cal State Apply about submission.
  7. Personal statement response

Fall Admission Deadlines

Application opens in Cal State Apply: October 1st
Priority deadline: February 1st*
Final application deadline: May 31st

* Please note: Applications may be submited after the February deadline; however, admission decisions will be prioritized for those who apply by that date. If the cohort reaches capacity, then applications received after the priority deadline, will be placed on a waitlist. At that time, applications will be processed if a space becomes available. Should applicants have any questions regarding this process prior to submitting, please email our department at edleadership@fullerton.edu.

Official Transcripts

Post-baccalaureate applicants (post-bacc certificates, credentials, master’s, doctoral) are required to provide  transcripts from the institution in which their bachelor’s degree (and master’s degree, if applicable) was earned.* Note that CSUF Admissions may request additional transcripts after an application is processed.

Sending official transcripts

Official transcripts must be sent directly to CSUF Office of Admissions. *See the Office of Admissions web page for instructions. Transcripts should be ordered before the application deadline. CSUF Office of Admissions is unable to provide final admission decisions until official documents are processed by the university.

*If you attended Cal State Fullerton previously, you do not need to send CSUF transcripts since they may still be on file with the campus. You will be notified if any other documentation is required.

Credential Commencement Ceremony Participation Policy (PASC ONLY)

All program coursework, including all requirements for student teaching, must be satisfactorily met, and the Credential Commencement Fee must be paid in order to participate in the commencement ceremony. This includes all MSCP paperwork and evaluations. Candidates who complete program requirements after the ceremony date will be invited to participate in the ceremony the following year. Special circumstances may be presented to a designated faculty committee, and permission to participate will be considered. Please note that the Credential Commencement Fee is non-refundable, regardless of participation in the ceremony.

If you are an International Student, please be sure to seek advisement from International Student Services. International Student Services provides advising to international students with F or J status on immigration matters, as well as personal, social, and cultural matters.

Preliminary Administrative Services Credential (PASC)

The PASC prepares aspiring PreK–12 administrators to become school leaders and is available through two options:

PASC + MS in Educational Leadership and Administration (MSEDAD)

  • Program Length: 5 semesters
  • Complete all PASC coursework in the first 4 semesters
  • Earn the MSEDAD by completing a culminating Master’s project in the 5th semester
  • Recommended Pathway for those seeking both a credential and an advanced degree

Apply under: Master of Science in Educational Leadership and Administration

PASC Only Option

  • Program Length: 4 semesters
  • Coursework is the same as the MSEDAD path, minus one final project course
  • For EdD students, PASC is embedded within the Doctor of Education (Ed.D.) in PreK–12 Leadership program. Students begin CASC coursework in the first fall semester of their Ed.D. studies.

Preconditions

Please see the “Preconditions for California Educator Preparation Programs” from the Commission on Teacher Credentialing at this link, specifically pages 25 & 26, for all the preconditions for the Preliminary Administrative Services Credential: http://www.ctc.ca.gov/educator-prep/standards/Standards-Preconditions.pdf . Before admission to the Preliminary Administrative Services Credential program, the candidate must:

Possess one of the following:

(a) valid, clear, or life California teaching credential that requires a baccalaureate degree and a program of professional preparation, including student teaching or the equivalent, and holds an English learner authorization; or

(b) valid, clear, or life California-designated subjects teaching credential in adult education, career technical education, vocational education, or special subjects, provided the applicant also possesses a baccalaureate degree, and holds an English learner authorization; or

(c) valid, clear, or life California services credential in pupil personnel services, health services for school nurse, teacher librarian services, or speech-language pathology or clinical or rehabilitative services requiring a baccalaureate degree and a program of professional preparation, including field work or the equivalent.

Meet the basic skills requirement as described in Education Code section 44252(b), unless exempt by statute. (Note: If a student is pursuing the M.A. only and not the credential, the credential requirement can be waived.  Please contact a program advisor.)

  • Applicants must have at least 3 years of credentialed service (teaching, counseling, or psychology) to be eligible for the program.  (Note: If a student is pursuing the M.A. only and not the credential, this requirement can be waived.  Please contact a program advisor for more information.)
  • Admission preference will be given to applicants with 4 or more years of credentialed classroom teaching and/or related credentialed educational experiences.

Important note: We strongly recommend applying to the combined MSEDAD program. Students in the combined program can opt out of the Master’s degree if needed. However, students enrolled in the PASC-only path may not be able to add the MS degree later.

Clear Administrative Services Credential (CASC)

You are eligible to enroll in a CASC Program if:

  • You hold a Preliminary Administrative Credential and are employed in a position requiring an administrative credential. 
  • You can verify employment as a school administrator.
  • You are enrolled in the CSUF EdD program. 

To meet the Commission on Teacher Credentialing (CTC) requirements, candidates must enroll in the CASC program within  1  year of receiving an administrative position.

Admission Process 

To be admitted into the standalone CASC Program, you will need the following:

  • A completed application on Cal State Apply. 
    • Please fill out all sections of the application form. Failure to complete all sections, including transcript requests, could delay the admissions process.
  • Copy of a valid California Preliminary Administrative Services Credential (PASC). 
    • A copy from the CTC website is acceptable documentation. o If your Preliminary Administrative Services Credential is not currently posted on the CTC website, but your Certificate of Eligibility is, you may still be eligible for admission to the Clear ASC program. 
  • Official verification of employment as a full-time administrator

The CASC is embedded within the Doctor of Education (Ed.D.) in PreK–12 Leadership program. Students begin CASC coursework in the first fall semester of their Ed.D. studies.
